Senior Vice President, Information & Communication in IEC, is responsible for all the ITC activities in the organization and nationwide project of FTTH deployment in Israel. With more than 39 years of ICT for utilities experience he leaded various initiatives and projects including Long term system planning and simulations, Supercomputing and parallel programming techniques, GIS systems, Fiber optic technologies, Control systems including DMS, ERP, Smart grid,  and on top, ITC strategic management and currently activities in field of Cyber security and data protection.

Works for Israel Electric from 1975 in various positions as Head of Scientific computing & GIS department, Deputy CIO & Head of Communication & Electronics unit and Vice President, Information systems & Communication.

Mr. Shneck has a M.A. in Business Administration and a B.A. in Computer Sciences.

Itzhak Balmas was appointed to the position of Acting Senior Vice-President of Engineering Projects group on June 1, 2012. He has been serving as Head of Engineering Planning Division since 2007.  He holds a B.Sc. degree in Electrical Engineering from Ben-Gurion University of the Negev and a ME degree in Business Management from the Faculty of Mechanical Engineering in the Technion – Israel Institute of Technology. He has been working in the IEC since 1990.
